The reason why he did that is the prima facie elements for conviction for mishandling classified material under federal law includes and requires proof of "gross negligence." So by changing "gross negligence" to "extremely careless" the POS was getting Clinton off the hook and he knew it.
She should have been charged and I guarantee you anyone else would have been charged if they behaved like her. She met all the elements for conviction and the reported stated as much until Strzok changes the words to get her off.
