You're right about Clinton. I recall a program that had a CIA operative say he had the opportunity to assassinate Bin Laden and requested permission to do so. Not only was he refused, but he also faced disciplinary actions for wanting to assassinate him.
I remember Ollie North wanting a security fence around his house because of Bin Laden. He got a lot of ridicule for it.
