Plan was approved today with only 2 dissenting votes. All members picked by Biden though. They say if Biden were to have a real challenger this would make it harder. New Hampshire says they won't go along. Penalty for Iowa and New Hampshire would be no delegates at the convention but also candidates would be sanctioned such as not being on debate stages etc.
After it botched the 2020 caucuses, Iowa is set to lose its coveted first-in-the-nation status. But Biden's recommendation that South Carolina go first quickly led to internal divisions.
