Emergency personnel responded to a call for cardiac arrest at Grahams Capitol Hill home on Saturday night, according to police scanner audio obtained by NBC News. EMS audio later indicated CPR was in progress.

A top staffer to Graham told NBC News early Sunday that there was no indication the lawmaker was feeling unwell prior to his death. He had been scheduled to appear on NBC News Meet the Press on Sunday. Graham was a frequent guest on the broadcast, appearing a total of 63 times over the years.

Has nothing to do with who the governor is but there would have to be a special election called. The governor no longer has a say in who gets to be in that office.

I think they still have to have a special election                If a U.S. Senator leaves office in Kentucky, the governor is legally required to call a special election to fill the remainder of the unexpired term. Thanks to a 2024 state law (⁠House Bill 622), governors no longer have the power to temporarily appoint a successor.For state-level representatives or state senators in the Kentucky General Assembly, vacancies are filled through a special election initiated by the presiding officer of the respective chamber. If a U.S. Representative (Congressman) vacates their seat, a special election is also called by the governor to determine the replacement.

Who will replace Graham?
According to South Carolina law, Gov. Henry McMaster will appoint a temporary replacement to fill Graham's seat until Jan. 3 of next year.

Unlike some states, South Carolina does not generally require the governor to appoint someone from the same political party as the senator who left office. That gives the governor broad discretion in choosing a temporary replacement.

In June, Graham defeated multiple primary challengers to secure his party's nomination as he vied for a potential fifth term. Now, a special primary must be held by Aug. 11, according to state election laws, to find a replacement nominee.

That nominee will face Democratic Dr. Annie Andrews in November.

A lot of what Pete said but got some dates and other information about replacing him on ballot in November. I guess when governor picks a temporary replacement they can indicate if that person is interested in running or just temporarily filling it-CNN

How will Grahams seat get filled?
Under state law, South Carolina Gov. Henry McMaster can appoint a temporary replacement to fill Grahams now-vacant seat.

But because Graham was up for reelection this year, his death will kick off a sprint primary election to replace him on the November ballot.

Officials have yet to announce how Graham will be replaced, but state law appears to call for a special primary election on August 11 with a possible runoff on August 25 to choose a new nominee.

Under that timeline, candidate filing would run from July 21 to July 28.

However, that schedule could come into conflict with federal law, which typically requires 45 days of absentee voting for Americans in the military or overseas.

The winner of the primary would face the Democratic nominee, pediatrician Annie Andrews, in November.

Who might replace Graham?
It is too early to say with any precision who might replace Graham. But some early names began to emerge Sunday.

Rep. Nancy Mace, who finished in fifth place in the recent South Carolina gubernatorial primary, told CNN she was strongly considering a bid for the seat.

A source familiar with the matter told CNN that Pamela Evette, South Carolinas lieutenant governor, was fielding calls about getting into the race.

Evette ran for governor this year and had President Donald Trumps endorsement, but she lost in a runoff after Trump also endorsed her opponent.

Trump said Sunday he had someone in mind for who hed like to see serve out Grahams term.

I have somebody that I think would be great, but I dont want to say it now because it just, you know, its too soon with Lindsey, Trump said on NBCs Meet the Press.

South Carolina Rep. Joe Wilson posted on social media Sunday that he had spoken with the president and implied he was not interested in the interim appointment.

I was grateful to speak with President Trump today reminiscing about our mutual friend, Senator Lindsey Graham, Wilson said.

I assured him my goal is to remain in the House to keep his two-vote majority for the American people!!!

Rep. Ralph Norman, a prominent member of the House Freedom Caucus, who at one time was widely considered to be contemplating a challenge to Graham in the GOP primary, told CNN that he has not decided if he is interested in potentially vying to replace him now.

Asked about his interest in potentially seeking the seat, he told CNN in a phone call Sunday morning I dont know.

I am like everybody, its a shock, he said.

Norman, who ran for governor in the primary last month, placed third and did not advance to the runoff in that race. While Norman is a fierce defender of Trump, his calls for fiscal restraint have sometimes put him at odds with GOP leaders and the White House.

Norman said the Senate wasnt necessarily on his radar, but in the Senate you can do a lot of good things.

The only thing I am weighing right now is that he died. Its just sad, Norman said.

What would happen if Kentucky suddenly lost a U.S. Senator?

Before 2024, a Kentucky governor could appoint a temporary U.S. senator from a list provided by the departing senators political party until a special election was held.

That changed with House Bill 622, which became law in April 2024.

The legislation was sponsored by state Rep. Steven Rudy of Paducah. Former state Rep. Kevin Bratcher, now a Louisville Metro Council member, was one of its co-sponsors.

We came up with the idea that well just have a special election and let the voters decide, Bratcher said.

Now, if a U.S. Senate seat becomes vacant, the governor must call a special election. There would be no temporary appointment. Until that election happens, Kentucky would have only one sitting U.S. senator.

If the vacancy happens within 56 days of an election and there is not enough time to hold a special election, the seat would remain vacant until the next regular election.

The next election in Nov. 3. Should something happen to a U.S. senator this year, the cutoff date for special election would be Sept. 8.

Bratcher said if a senator cannot fulfill his or her term and there is not enough time for the governor to set the process in motion, voters would wait until the next regular election.

Bratcher said the change puts the decision in the hands of voters, not the governor, but he hopes the law never has to be used.

This hasnt happened before, and hopefully itll never happen, he said.

It is important to point out this law applies to any future vacancy in Kentucky.

Kentucky is one of just five states that requires a special election to fill a Senate vacancy.
