I know the answer but how about you telling me how... Just to see if we are on the same page.....

Every answer has a cost or downside.  There is no perfect answer.

If you want to make everyone fend for themselves, the problem is not everyone makes even $20 an hour.  Minimum wage is $7.25.  You'd need to drastically raise it.  Not everybody is a dr or lawyer or even goes to college.  Many of these people have so little leverage when it comes to take home pay.  There are so many out there, that employers just use the fact that they are so replaceable to make them compete for the lowest wage.  If you don't like your sh1tty unlivable wage, some other schmuck will.  Employers know that.  That's how it works.

You can also say, work harder and be a go getter even if you are at such a job, the reality is that there are all sorts of people.  Like it or hate it, not everyone is a go getter.  Not everyone was even born intelligent or without health problems or disabilities.  Some folks have drug and alcohol problems.  It's not a perfect world and designing it for people who are over achievers leaves a lot of people out.  To just say eff it, it's all their fault, they should have made better choices, it's just not realistic.  You still have to address the consequences, the best you can and try to help people.
The days go by slow, but the years go by fast.
