Yes in basket ball. coming up the money will be devided between mens basket ball football womens basket ball and baseball . Say 100% football 50%$ mens basket ball  30% womens basketball 15% and baseball 5%.
Then look at St Johns , Rugers ect school that have no football they can spend 90% on mens basketball.
My understanding is each school gets the same amount.
