What did you expect him to do, jump up and scare the kids? Sorry but he probably was shocked at what happened and couldn't just scare a small child. I think he did better than most of us in that situation who would have jumped up and scared kids.
As George Carlin says, it's the big corporations that run the show. But if you look on the bright side, the little people buy products from these corporation, So actually it's the little people that run the show.

Well, I don't know anything about that, and don't want to point fingers. I just thought that that was odd that Bush just sat there reading a childs book about a goat as an attack was going on.

Actually, I think they started making fun of him.
Why because he didn't jump up and do something right away and scare the kids? It is easy to scare young kids in these days and times and him continuing to read or sit in silence was one way of not scaring kids.
In a situation like that Andy Card should have had him rushed out immediately no matter what. That image became his official "portrait" so to speak and defined his presidency in spite of it being 9 months in. Katrina and his "heck of a job Brownie" , nearly at the same time during his second term, was the crushing blow to his credibility and he drifted the rest of the way...
