If States have true autonomy, then you have America as Europe and not a country at all.

And not a country of law based on a single legal system.

It's necessary to have a strong Federal government in order to have a united country...hell we fought a civil war to make it so.

You State's Rightist ninnies would have us as fifty separate countries with differing legal systems, passports, and the whole nine yards.

A totally ridiculous concept.

Congress, through funding - the control of the purse strings, really sets Foreign Policy.

Without the funding, the President is just shaking hands, smiling, and saying I'll be your friend.

While the President can negotiate treaties, Congress is the power that has to approve them.

Once again, Congress is the true power - not the President.
