Can't speak to everywhere, but where I came from (Michigan/Ohio) the migrant farmworkers were paid a fair wage or they wouldn't have arrived on time for the massive harvests on time and ready to work. The big vegetable farms were supported by Campbell's largest plant in Napolean Ohio, Stokely Van Camp etc. The farmers were essentially contract growers and didn't decide who picked their crops or how much they were paid, the company did. That's how it was when arrived here in Central Florida, the juicers, Coca Cola, Tropicana etc contracted the labor which at first was black picking crews from South Florida's Belle Glade area and some local laborers both black and white. Eventually, Mexicans, mostly illegal arrived and quickly took over the picking chores. Today, those early Mexicans laborers, now citizens own most of the Apopka area foliage and tree farms along with the DeLand-Pierson area ferneries and employ mostly H 2-A Latino migrants along with many Mexicans who've lived here for years but remain illegal.Here farmworkers are represented by associations such as https://floridafarmworkers.org/apopka/ and they get paid. That these hard working people work for pennies is a rightwing myth, they get paid or they go elsewhere and the cheapskate employer gets hung out to dry.
