Apparently in the 1970's in Los Angeles, there were dozens of private detectives wandering around, interfering in police business and killing people right and left, but getting away with it because they all had a "friend on the force".

An old mate of mine could pop a beer can at 90 paces with a 38. Before I saw that I would have laughed at him from that distance and that weapon.

I know a bespectacled school  maintenance man who can do that. But he's a competitive shooter.
