  They exist to make money.
  You can have state supported grocery stores with artificially low prices.
   Which will put for-profit grocers out of business.
   Under the handicap of artificially low prices, suppliers will go out of business,reducing supply.
  The state grocery stores will be chronically short of food. Welcome to the the Soviet Union in the 1970's.
