I agree. With no guarantee that companies will pass on the savings, it is a feel-good likely do little to nothing proposal.
"Rebating" gas purchases is a tiny bit better but ultimately will just put more public money into corporate hands. We have enough of that already.

Windfall profit tax is the way. You don't even have to actually pass it, just the credible threat might well be enough to bring down prices.

It's truly amazing and unsettling to me that our government does not live to the same standards at work that I do. EDI - Equity, Diversity and Inclusiveness. Get with the program peeps!
