If it's a psy-ops, why collect evidence for 80 years and wait 80 years to release it? 

It's a good thing you don't work in intelligence.  If you had any say, you'd think investigating the loch ness monster for 80 years, and hiding all our findings and making them super top secret, then 80 years later releasing them, could serve some useful purpose, nefarious or not.   It would be completely pointless and useless to do that.
