I have no idea but all of the assistance programs are and have been a mess.  Instead of a hand up they seem designed to keep people down.

If we go to Sheetz or the grocery store, he is OCD about getting something.

We weren't allowed a thing at the grocery store when we were kids.  We weren't even allowed to ask.  Not even for a 10 cent pack of gum.  I have told all my boys that they don't know how times used to be.
